Heckuva job, Obama! Americans jeer the president’s performance

President Obama’s approval rating has sunk to 37 percent in a new poll released Wednesday – the lowest of his presidency – and his disapproval rate is at 57 percent, a new high for him in CBS News polls.

His approval rating has dropped 9 points since October, according to the CBS News poll.

Approval of his health care overhaul, commonly known as Obamacare, is now at an all-time low of 31 percent and disapproval is at 61 percent, a high for the poll, as his administration scrambles to deal with the fallout from a rocky rollout of major parts of the law on Oct. 1. Forty-six percent say they “disapprove strongly” of the law.

Eighty-eight percent of Republicans disapprove of the law – little changed from last month’s 87 percent figure. But approval among independents fell from 38 percent to 27 percent, and approval of Democrats dropped from 74 percent to 58 percent.

Two-thirds say the signup for insurance on government health care exchanges is not going well, and nearly two-thirds are not confident that the federal HealthCare.gov website will be mostly fixed by Dec. 1. The White House said earlier this week that a goal of 80 percent recruitment among all users of the website would be nearly the best result possible.

“I think the way to look at that figure is that of, say, 10 who go on the system, roughly two won’t get through the system,” said White House press secretary Jay Carney. He said the 20 percent who can’t enroll includes people who aren’t “comfortable” signing up online or have personal circumstances that are too “complex” to use the website.

Similar to some other polls, however, a majority of Americans do not favor outright repeal of the law. Seven percent think it’s working well and should be kept as is, 48 percent think some changes are needed, and 43 percent think it should be repealed.

During the presidential campaign last fall, 60 percent of voters thought of Mr. Obama as honest and trustworthy, compared to 49 percent of Americans in the poll released Wednesday.

Americans hold dim views of both parties in Congress; just 26 percent approve of how congressional Democrats are doing their job and 21 percent say the same for congressional Republicans.

However, the mark for Democrats is down slightly from last month’s 31 percent, and Republicans ticked up from 18 percent. Disapproval of Democrats increased from 65 percent to 68 percent and disapproval of Republicans declined from 78 percent to 73 percent.

The CBS News poll of 1,010 adults was conducted from Nov. 15-18 and has a margin of error of 3 percentage points.

　２０日に公表された世論調査で、オバマ大統領の支持率が就任後最低の３７％にまで下がっていることが明らかになった。不支持率は５７％で、ＣＢＳニュースの調査でのオバマ氏への不支持率としては最高となった。

　ＣＢＳニュースの調査によると、支持率は１０月以降で９ポイント低下した。

　オバマケアとして知られるオバマ氏の医療保険改革への現在の支持率は、過去最低の３１％、不支持率は６１％で最高を記録した。１０月１日に医療保険改革法の主要部分がスタートしたが、問題が起きており、オバマ政権はその収拾に追われているところだ。４６％が同法に「強く反対する」と答えた。

　共和党員の同法への不支持率は８８％で、先月の８７％からわずかに変動した。しかし、無党派層による支持率は３８％から２７％に低下、民主党員の支持率も、７４％から５８％に低下した。

　３分の２の人が政府の医療保険市場での保険への登録は順調に進んでいないと答え、ほぼ３分の２の人が連邦政府のサイトHealthCare.govの修理が１２月１日までにほぼ完了することはないのではないかとみている。ホワイトハウスは今週に入って、サイトの全利用者のうちの８０％が登録を実行するという目標は、最も順調に登録作業が進んだ場合のものだと主張した。

　カーニー大統領報道官は、「この数字に関してはこう考えるべきだと思っている。システムに１０人が入ると、そのうちのほぼ２人が作業を完了させることができないということだ」と指摘。登録できない２０％の人々の中には、オンラインでの登録は「安心」できないと感じている人や、個人的な状況のせいでこのサイトが「複雑」過ぎて利用できない人々もいるとカーニー氏は語った。

　しかし、他の調査でも同様の結果が出ているように、米国人の大部分は同法を直ちに廃止することは支持していない。７％が医療保険法は順調に進められており、現状のまま進めるべきだと考え、４８％が、一部に変更が必要だと考え、４３％が廃止すべきだと考えている。

　昨年秋の大統領選中、有権者の６０％がオバマ氏について、正直で信頼できると考えていたが、２０日に公表された調査では４９％だった。

　米国人は議会の共和、民主両党に対して支持を明確にしていない。議会民主党の仕事ぶりに対して支持すると答えたのはわずか２６％、議会共和党に対しては支持するとしたのは２１％だ。

　しかし、民主党への支持は先月の３１％からわずかに低下し、共和党への支持は１８％からわずかに上昇した。民主党への不支持率は６５％から６８％に上昇、共和党への不支持率は７８％から７３％に低下した。
　このＣＢＳニュースの調査は１０１０人の成人を対象に１１月１５日から１８日の間に行われ、誤差は３％。
